Not long ago, the "14th five year plan" for ecological and environmental protection in Hainan Province has been officially issued and implemented. Hello, friends from the press! I'm glad to have an exchange with you on the "14th five year plan" for ecological and environmental protection in Hainan Province. Thank you very much for your long-term concern, support, participation and publicity on ecological and environmental protection in Hainan. Recently, the general office of the people's Government of Hainan Province issued and implemented the ecological environment protection plan of Hainan Province during the 14th five year plan (hereinafter referred to as the plan). Taking this opportunity, I will introduce three aspects: first, the overall consideration of the plan, second, the main contents and characteristics of the plan, and third, the next work measures.

一、Overall consideration of the plan

（一）Adhere to goal orientation, set goals and tasks in reverse order according to the goal requirements of "two leading".

The central No. 12 document and the implementation plan of the national ecological civilization pilot zone (Hainan) clearly put forward that by 2025, the ecological civilization system will be more perfect, the modernization level of governance system and governance capacity in the field of ecological civilization will be significantly improved, and the ecological environment quality will continue to maintain the leading level in the country; By 2035, the eco-environmental quality and resource utilization efficiency will be at the leading level in the world. The "14th five year plan" should focus on the target of "two leading" in 2035, comprehensively consider the process of ecological and environmental protection in the next three five years, systematically plan the strategic layout, objectives, indicators and key tasks of ecological civilization construction and ecological and environmental protection, and formulate the implementation road map of ecological civilization construction and ecological and environmental protection in our province.

（二）Adhere to the problem orientation, strive to make up for shortcomings, and earnestly solve outstanding ecological and environmental problems.

At present, there are still some problems in coordinating and handling the relationship between high-level protection of ecological environment and high-quality economic development under the background of free trade port construction, such as low level of green development, weak ecological environment infrastructure and insufficient ecological environment supervision capacity. During the "14th five year plan" period, we should adhere to the people-centered development idea, take the new development concept as the guide, based on the basic situation and development stage of Hainan, comprehensively find out our family background, strive to make up for our weaknesses, strengths and weaknesses, effectively solve the ecological and environmental problems related to people's livelihood, and lay an environmental foundation for the construction of a free trade port.

（三）We will intensify reform and innovation and promote the modernization of the ecological environment governance system and governance capacity.

The planning text consists of 11 chapters and 42 sections, including three parts. The first part (Chapter 1 and Chapter 2) is the general introduction. This part comprehensively summarizes the achievements and experience of Hainan's ecological civilization construction and ecological environment protection during the 13th Five Year Plan period, deeply analyzes the development opportunities during the 14th Five Year Plan period, clearly puts forward the long-term goal of 2035 and the specific goal during the 14th Five Year Plan period, establishes the six strategic positioning of our province's ecological civilization construction during the 14th Five Year Plan period, and further puts forward The second part (Chapters 3 to 10) focuses on the strategic positioning of the "six areas" for the construction of ecological civilization during the 14th Five Year Plan period, defines the specific tasks of the construction of ecological civilization and ecological environment protection during the 14th Five Year Plan period, and puts forward the "eight highs" The third part (Chapter 11) is the safeguard measures. The plan mainly has the following four characteristics:

（一）In the planning station, adhere to the system concept and accurately grasp the "three new".

First, based on the new development stage, we should recognize the new situation of ecological civilization construction and ecological environment protection. Hainan's comprehensive deepening of reform and opening up and the construction of a free trade port have brought new opportunities and challenges to the construction of ecological civilization and ecological environmental protection in Hainan. The 14th five year plan is the first five years of the construction of Hainan free trade port. Fourth, combined with Hainan's reform practice of "multi compliance and integration" and Hainan's resource advantages, and based on the status of a major marine province, it is proposed to build a "practice area for overall protection and development of land and sea";

Fifth, in combination with the advantages of Hainan's ecological environment and resources, implement the concept of "green water and green mountains are golden mountains and silver mountains", and propose to build a "experimental area for the transformation of" two mountains ";

First, adhere to high-quality guidance and promote green and low-carbon circular development. Build a green and low-carbon circular economy system, improve resource and energy utilization efficiency, and promote comprehensive green and low-carbon transformation of economic and social development.

Second, adhere to efficient carbon reduction and actively implement the "double carbon" goal. Facing the goal of reaching the peak of carbon emission and the vision of carbon neutralization, we implemented the strategy of actively addressing climate change and fully integrated into the overall layout of ecological civilization construction.

Third, adhere to high coordination and linkage, and build a land and Sea comprehensive protection and development practice area. Fourth, adhere to high-precision pollution control and maintain the national "benchmark" of environmental quality. Fifth, adhere to high-level protection and maintain the ecological security of the free trade port. We will implement typical ecosystem restoration and biodiversity conservation projects, strengthen ecological protection supervision, and improve the quality and stability of natural ecosystems.

Sixth, adhere to high standards of prevention and control and keep the bottom line of ecological and environmental security. Seventh, adhere to efficient supervision and build a modern environmental governance system. In terms of indicator setting, the dual task of "making up for weaknesses and creating first-class" is coordinated, and the principles of monitoring, evaluation, decomposition and assessment are adhered to. 26 indicators are set in four major aspects, including green and low-carbon development, beautiful ecological environment, good ecosystem and environmental security, including 11 binding indicators and 15 expected indicators. Among them, 6 of the 11 binding indicators have been included in the outline of the 14th five year plan for national economic and social development of our province. In terms of local characteristic indicators, three and seven characteristic indicators have been added:

First, in terms of green development, we will increase "the reduction of water consumption per unit of GDP", "the reduction of the use area of construction land per unit of GDP" and "the proportion of renewable energy in primary energy consumption";

Second, the index of "ozone concentration" is added in terms of beautiful ecological environment;

Third, in terms of environmental security, increase the "reduction proportion of pesticide application", "reduction proportion of chemical fertilizer application" and "centralized collection rate of urban domestic sewage".

三、Next steps

In order to ensure the smooth implementation of the plan and achieve the expected objectives, we will work in the following aspects in the next step:
