Beijing Cleaner Production Audit and Acceptance Interim Measures


  Article 1 To promote clean production, standardize the clean production audit behavior and acceptance procedures, according to the "Clean Production Promotion Law of the People's Republic of China", "Clean Production Audit Interim Measures" (National Development and Reform Commission, State Environmental Protection Administration Order No. 16), "on the issuance of key enterprises clean production audit procedures of the notice" (Environment Development [2005] No. 151) and "on the issuance of Notice of the Implementation Rules of the Interim Measures of Cleaner Production Audit in Beijing" (Beijing Development and Reform [2006] No. 364), and the formulation of these Measures.

  Article II The clean production audit acceptance referred to in these measures, refers to the process of clean production audit of enterprises, audit reports, has been the implementation of the program to achieve the performance and the expected effect of the proposed implementation of the program stage assessment.

  Article III of these measures apply to all the administrative areas of the city to complete the clean production audit and apply for acceptance of enterprises.

  Article IV of the Beijing Municipal Development and Reform Commission (hereinafter referred to as the Municipal Development and Reform Commission) in conjunction with the Beijing Municipal Environmental Protection Bureau (hereinafter referred to as the Municipal Environmental Protection Bureau) to voluntarily carry out clean production audit of the enterprise organization acceptance.

  Municipal Environmental Protection Bureau in conjunction with the Municipal Development and Reform Commission is responsible for the inclusion of mandatory clean production audit list of enterprises organization acceptance.

  City, district (county) Development and Reform Commission is responsible for reviewing whether the enterprise is in line with national and Beijing clean production-related industrial policies, the city, district (county) Environmental Protection Bureau is responsible for the review of relevant environmental indicators.

  Municipal Development and Reform Commission with the Municipal Environmental Protection Bureau commissioned by the technical support unit to organize the implementation of clean production audit acceptance and acceptance of its conclusions are responsible.

  Article V application for clean production audit acceptance of enterprises must have the following conditions.

  (A) "Beijing Municipal Enterprise Cleaner Production Audit Acceptance Application Form" (Annex 1, in four copies).

  (B) "Cleaner Production Audit Report" (eight copies and electronic version).

  (C) entrusted to carry out clean production audits of enterprises to submit a copy of the clean production audit consulting contract or agreement.

  (D) their own clean production audit enterprises to submit a copy of the auditor's qualifications.

  (E) other relevant materials.

  Article VIII clean production audit acceptance of the main contents include.

  (E) whether the audit report analyzes the specific programs and measures to meet the standards or further reduce the production of pollutants, the realistic possibility of commitment.

  (F) clean production audit proposed no cost, low cost program implementation, in cost, high cost program and its implementation plan is realistic and feasible.

  Article IX of the acceptance process found in one of the following circumstances, the acceptance will not pass.

  (A) enterprises do not have the ability to carry out their own audit, or to provide audit services of the consulting agencies do not meet the relevant provisions of the state and the city.

  (B) the audit focus or cleaner production target setting there are major errors.

  (C) does not meet the national and Beijing clean production-related industrial policies, the use of backward production processes and equipment that have been eliminated by national decree or the production of backward products that have been eliminated by national decree.

  Article XV According to the site inspection, data inquiries and audit report review results, in accordance with the "Beijing Cleaner Production Audit Acceptance Scoring Table" (Annex 2), the technical support unit to organize the expert group to assess the clean production audit, scoring, the formation of acceptance opinions.
