  To promote clean production in our city, standardize the stage acceptance procedures, standardize the clean production audit consulting activities, the Municipal Development and Reform Commission and the Municipal Environmental Protection Bureau jointly developed the "Beijing Clean Production Audit Acceptance Interim Measures" and "Beijing Clean Production Audit Consulting Agency Management Measures (Interim)", is hereby issued to you, please follow the implementation.

Beijing Cleaner Production Audit and Acceptance Interim Measures


  Article 1 To promote clean production, standardize the clean production audit behavior and acceptance procedures, according to the "Clean Production Promotion Law of the People's Republic of China", "Clean Production Audit Interim Measures" (National Development and Reform Commission, State Environmental Protection Administration Order No. 16), "on the issuance of key enterprises clean production audit procedures of the notice" (Environment Development [2005] No. 151) and "on the issuance of Notice of the Implementation Rules of the Interim Measures of Cleaner Production Audit in Beijing" (Beijing Development and Reform [2006] No. 364), and the formulation of these Measures.

  Article II The clean production audit acceptance referred to in these measures, refers to the process of clean production audit of enterprises, audit reports, has been the implementation of the program to achieve the performance and the expected effect of the proposed implementation of the program stage assessment.

  Article III of these measures apply to all the administrative areas of the city to complete the clean production audit and apply for acceptance of enterprises.

  Article IV of the Beijing Municipal Development and Reform Commission (hereinafter referred to as the Municipal Development and Reform Commission) in conjunction with the Beijing Municipal Environmental Protection Bureau (hereinafter referred to as the Municipal Environmental Protection Bureau) to voluntarily carry out clean production audit of the enterprise organization acceptance.

  Municipal Environmental Protection Bureau in conjunction with the Municipal Development and Reform Commission is responsible for the inclusion of mandatory clean production audit list of enterprises organization acceptance.

  City, district (county) Development and Reform Commission is responsible for reviewing whether the enterprise is in line with national and Beijing clean production-related industrial policies, the city, district (county) Environmental Protection Bureau is responsible for the review of relevant environmental indicators.

  Municipal Development and Reform Commission with the Municipal Environmental Protection Bureau commissioned by the technical support unit to organize the implementation of clean production audit acceptance and acceptance of its conclusions are responsible.

  Article V application for clean production audit acceptance of enterprises must have the following conditions.

  (a) the preparation of the completion of the "Cleaner Production Audit Report", the basic implementation of no low cost program, with medium and high cost program implementation plan.

  (B) in line with national and Beijing clean production-related industrial policies, no use of backward production processes and equipment that have been eliminated by state decree, no production of backward products that have been eliminated by state decree; state decree to phase out the production processes and equipment for a limited period of time is clear, and has been included in the rectification plan.

  (C) no state or city deadline or deadline for the project has been completed.

  Article VI of the voluntary audit of the district and the following enterprises will be accepted application materials reported to the district (county) Environmental Protection Bureau, district (county) Environmental Protection Bureau of the application materials to confirm the content, through the district (county) Development and Reform Commission reported to the Municipal Development and Reform Commission, copied to the Municipal Environmental Protection Bureau; district above the voluntary audit of enterprises will be accepted application materials reported to the Municipal Environmental Protection Bureau to confirm the content, reported to the Municipal Development and Reform Commission.

  Listed in the mandatory cleaner production audit of the enterprise acceptance application materials through the district (county) Environmental Protection Bureau reported to the Municipal Environmental Protection Bureau, copied to the Municipal Development and Reform Commission.

  Article VII enterprises to apply for clean production audit acceptance should submit the following materials.

  (A) "Beijing Municipal Enterprise Cleaner Production Audit Acceptance Application Form" (Annex 1, in four copies).

  (B) "Cleaner Production Audit Report" (eight copies and electronic version).

  (C) entrusted to carry out clean production audits of enterprises to submit a copy of the clean production audit consulting contract or agreement.

  (D) their own clean production audit enterprises to submit a copy of the auditor's qualifications.

  (E) other relevant materials.

  Article VIII clean production audit acceptance of the main contents include.

  (A) whether the audit process is true, standardized, reasonable method.

  (B) whether the audit report faithfully reflects the basic situation of enterprises, the generation and emission of pollutants, the replacement of toxic and hazardous raw materials and harmless (including transfer, safe disposal), the use of toxic and hazardous raw materials changes, storage, transfer.

  (C) whether the goal of cleaner production is set with a certain degree of foresight, whether in line with national and Beijing environmental objectives, guidelines, policies, whether in line with national and Beijing's industrial policy, whether in line with national and Beijing's relevant industry standards for cleaner production.

  (iv) whether the choice of cleaner production audit focus reflects the main problems of the enterprise.

  (E) whether the audit report analyzes the specific programs and measures to meet the standards or further reduce the production of pollutants, the realistic possibility of commitment.

  (F) clean production audit proposed no cost, low cost program implementation, in cost, high cost program and its implementation plan is realistic and feasible.

  Article IX of the acceptance process found in one of the following circumstances, the acceptance will not pass.

  (A) enterprises do not have the ability to carry out their own audit, or to provide audit services of the consulting agencies do not meet the relevant provisions of the state and the city.

  (B) the audit focus or cleaner production target setting there are major errors.

  (C) does not meet the national and Beijing clean production-related industrial policies, the use of backward production processes and equipment that have been eliminated by national decree or the production of backward products that have been eliminated by national decree.

  (D) the state explicitly ordered the deadline for the elimination of production processes and equipment is not clear, not included in the rectification plan.

  (E) pollutant emissions to meet the time commitment of more than 2 years.

  (F) the overall score is lower than the qualified standard.

  Article X for cleaner production performance level of enterprises, acceptance in the scoring to give appropriate encouragement.

  Article XI of the voluntary clean production audit of enterprises, the Municipal Development and Reform Commission after receiving the application materials for acceptance of enterprises, commissioned by the technical support unit within two months to organize the completion of acceptance, and will copy the acceptance results to the Municipal Environmental Protection Bureau.

  The inclusion of mandatory cleaner production audit list of enterprises, the Municipal Environmental Protection Bureau in the receipt of corporate acceptance of the application materials, commissioned by the technical support unit within two months to complete the acceptance of the organization, and will copy the acceptance results to the Municipal Development and Reform Commission.

  Article XII of the technical support unit is responsible for the formation of acceptance of the expert group, the group should include experts in clean production, industry, environmental protection, energy and other fields; each district (county) Development and Reform Commission, Environmental Protection Bureau to participate in the acceptance of local enterprises.

  Article XIII of the technical support unit to organize the expert group to review the integrity and standardization of clean production audit report preparation before the on-site acceptance.

  Article XIV on-site acceptance procedures.

  (A) the enterprise report on the clean production audit process, the results achieved, the proposed implementation of high and medium cost programs and sustainable cleaner production plans.

  (B) the group of experts to ask questions, access to clean production-related materials, verify that the enterprise clean production audit process is standardized and reasonable, whether the information is detailed, accurate data, analysis and accounting is reasonable.

  (iii) examine the process, pollution prevention and control and the implementation of cleaner production programs, verify that the main energy-consuming equipment energy-saving measures are effective and feasible.
  (D) examine the site management conditions, randomly ask employees about the awareness of cleaner production.

  Article XV According to the site inspection, data inquiries and audit report review results, in accordance with the "Beijing Cleaner Production Audit Acceptance Scoring Table" (Annex 2), the technical support unit to organize the expert group to assess the clean production audit, scoring, the formation of acceptance opinions.

  Article XVI of the site acceptance within 10 working days after the end of the technical support unit according to the acceptance of the Municipal Development and Reform Commission, the Municipal Environmental Protection Bureau to submit acceptance report.

  Article XVII enterprises in the clean production audit acceptance period, should accept the Municipal Development and Reform Commission and the Municipal Environmental Protection Bureau recommended by the third party with monitoring qualifications, clean production-related key energy-consuming equipment and major pollutant emissions status for random testing, testing costs borne by the government.

  Article 18 The Municipal Development and Reform Commission, the Municipal Environmental Protection Bureau according to the state of environmental protection of enterprises whether to pass the acceptance to be confirmed, and publicized online for two weeks, regularly released the clean production audit acceptance of the list of enterprises and the effective period.

  Article XIX of the acceptance of enterprises failed, should be seriously rectified, and within six months to re-apply for acceptance.

  Article XX of these measures by the Municipal Development and Reform Commission and the Municipal Environmental Protection Bureau is responsible for the interpretation.

  Article 21 These Measures shall be implemented from the date of publication.
